General Summary & Essential Responsibilities

This position is responsible for Community Development Block Grant (CDBG) and other potential HUD-CPD programs implementation and compliance. Performs professional, administrative, and technical work associated with programs/initiatives as implemented by the Neighborhood Services Division within the Human Services Department. Work entails considerable communication and coordination with other government and community agencies in the identification of human and community needs and the delivery of services as well as monitoring of administration of programs.

ESSENTIAL JOB FUNCTIONS

  • Provides general program information and referral services through telephone, mail, or outreach presentations to the public, consumers, community resources and other organizations and stakeholders.

  • Assesses candidates’ eligibility to participate in available resource programs primarily centered around the Charlotte County Community Development Block Grant (CDBG) Program but may also include credit counseling; state and federal grant initiatives; local housing programs; among others. 

  • Provides technical assistance to other County employees, the real estate and development community and the public regarding program funding and participation.

  • Assists with the identification of CDBG grant sources for housing development and disaster recovery projects and the facilitation of approvals.

  • Develops marketing strategies and professional/community partnerships to increase awareness and coordination of available housing services and initiatives.

  • Prepares program related contract documents and processes grant and project amendments.  Assists in the preparation of detailed and accurate written reports on all related work activities, including annual, monthly, and special status reports.

  • Reviews payrolls and monitors records to ensure compliance with regulating authorities, implementation of program goals and the satisfaction of terms throughout the grant life cycle.

  • Serves as department representative, attending and/or leading community outreach, workshops, and educational and/or vocational meetings, as assigned.

  • Develops and delivers CDBG related presentations before the Board of County Commissioners, municipal boards, and the general public.

  • Researches and prepares reports, memoranda, County Board agendas, etc., related to assigned housing program(s):  environmental clearances; the Annual CAPER; the Charlotte County Five-Year Consolidated Plan; the Annual Action Plan; among others.

  • Develops and maintains professional partnerships with county, state and federal entities focused on housing initiatives.

  • Updates and/or maintains departmental websites and assists with exhibit installations.

  • Provides exceptional customer assistanceproblem-solving, and/or complaint resolution by all forms of communication.

Min. Education, Licenses and Certifications

Education and Experience:

An equivalent combination of relevant training, education and experience:

  • Bachelor’s Degree

  • Three (3) years of experience in Human Services, Urban Planning, Real Estate, Public Administration, Economics, or Finance.


Licenses and/or Certificates:

  • Must maintain valid driver’s license.

Knowledge, Skills and Abilities

  • Knowledge of departmental policies, plans, and procedures.

  • Knowledge of public housing, redevelopment and community services programs, principles, practices, and related federal, state, and local regulations. Strong understanding of CDBG, HUD, FHA, Rural Development, SHIP assistance programs, record keeping and best practices. 

  • Knowledge of relevant accreditation processes.

  • Knowledge of generally accepted accounting principles.

  • Knowledge of computers, job-related software programs and general office equipment.

  • Skill in effective communication, both orally and in writing, including public speaking, administrative reporting and facilitation. 

  • Skills in research and analysis, identification/evaluation of alternative solutions, and the implementation of recommendations in support of departmental goals. 

  • Skill and proficiency in customer service principles, practices, methods, and techniques. Ability to demonstrate patience, interest, and concern for vulnerable populations such as elderly and those with special needs.

  • Ability to exercise judgment and discretion in applying and interpreting department/county rules, regulations, policies, and procedures. 

  • Ability to provide external guidance, recommendations, and customer assistance using resourcefulness and tact.

  • Ability to interpret and implement policies and procedures established by the State, County, and grant funding sources; and develop effective proposals.

  • Ability to develop and maintain accurate tracking systems, records and reports.

  • Ability to ascertain priorities while meeting deadlines and objectives.

  • Ability to establish and maintain effective working relationships with managers, service providers and the public in a positive and effective manner; to work well in teams; be self-motivated, provide, receive, and execute direction.

  • Ability to operate a motor vehicle, and to travel extensively within the county.
