Minimum Qualifications

Acceptable Experience and Education
Bachelor’s degree in Public AdministrationΒ or a related field with two (2) years of experience in public administration, including at least one (1) year procurement experience and/or one (1) year grant experience;

Β Or Β any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Certificates and Licenses Required
Must have or obtain by date of hire a valid driver's license applicable to job responsibilities, with a driving record acceptable to the County of El Paso;

Typical Duties

Essential Duties
Purchasing Duties:Β 
Researches products and prepares bid specifications to elicit competitive bid for assigned commodities and services; reviews vendor’s proposals to determine compliance with stated specifications; creates and writes specs needed for RFPs, RFQs and other purchasing documents as necessary;Β 
Β 
Works with departments and reviews their specification work and provides feedback to improve such specifications as necessary;Β 
Β 
Reviews and resolves discrepancies in purchase orders and receiving documents; works to improve department purchasing processes from procurement to payment;
Β 
Verifies accuracy and validity of documentation; works with auditors to ensure payment on invoices are accurate and paid claims are made timely; researches discrepancies and makes adjustments as necessary;
Β 
Analyzes cost comparison and obtains quotes for purchase of commodities and services for County departments;
Communicates daily with departmental users on purchase discrepancies, bid awards, etc.;
Β 
Compiles and compares information, prices, quantities and best product to complete a purchase order for routine supplies, equipment and services for the County and Departments;
Β 
Researches and compiles information for special projects or reports to ensure completion by specified deadlines in accordance with outlined objectives and goals;
Β 
Follows laws pertaining to purchasing;
Β 
Assists in internal and external audits;
Β 
Maintains records and archives files and records;Β 
Β 
Grant Duties:
Provides County leaders and personnel with information regarding funding needs that can be met through third party funding resources;
Β 
Researches federal, state, and local government resources as well as private foundation grant offerings to identify those requests for proposals that can support programs and activities; Β Β 
Β 
Remains familiar with the County’s strategic goals and policy direction, analyzes grant opportunities for value and makes recommendation based on the analysis;
Β 
Develops, writes, and edits grant proposals that support department programs and activities;Β 
Β 
Coordinates with the County’s Budget Department and Auditor’s Office to write, edit and manage grants as necessary;
Β 
Assists with ensuring internal policies are being followed when applying for grants, accepting grant awards and budget amendments are being requested;
Β 
Provides technical assistance to staff in responding to federal, state and local government requests for proposals as well as private foundation grant offerings; Β 
Β 
Maintains communication with federal, state and local government officials and representatives of private foundations to ensure that program funding needs are known and communicated on a regular basis;
Β 
General Duties:

Job Summary

Summary of Position
The Purchasing & Grant Coordinator works under minimal supervision assisting various County departments in researching, identifying purchasing specifications for a variety of needs, and shall track and follow up with the Purchasing Department as necessary to ensure timely order and delivery of goods and services. Additionally, this position will assist departments in researching, identifying, and in writing of grant proposals for various programs. Β Β Β
