Job Description
1. Operational Leadership. Oversee all office operations, including the development, implementation and application of policies, procedures, and programs. Provide leadership and guidance for grants management and serve as university liaison with the federal government, state government, State University Board Office, and other agencies. Interpret federal and state regulations and to apprise
top administrators of timely changes.
2. Grant Administration. Serve, by virtue of position on the WSU Human Subjects Committee and the Institutional Animal Care and Use Committee (IACUC). Represent the university in meetings and written communications with federal and state offices, corporations, foundations, individuals and special public funding agencies. Develop and prepare grant proposals in accordance with appropriate regulations and guidelines. Ensure terms of funded grants are met regarding reporting requirements and post-grant follow up.
3. Educate and Advise. Educate and provide authoritative advice to faculty and staff member as to funding sources and their application procedures and regulations; to assist faculty in the preparation of proposals; to coordinate and participate in the internal, institutional grant proposal approval process; and to work to obtain and maintain approval for the university to receive federal funding.
4. Fiscal Oversight. Identify funding sources and develop and maintain positive relations with funding sources. Negotiate federal and state grant budget allocations with appropriate agencies so that full funding is ensured. Negotiate proposal indirect cost rates with government agencies. Coordinate fund transactions with the Budget Director.
5. Perform other duties as assigned to ensure the smooth functioning of the department and maintain the reputation of Winona State University. Including but not limited to participating on committees and work groups and participating in professional development opportunities. This position works with and helps coordinate university committees, including The Institutional Research Board (IRB) and the Institutional Animal Care and Use Committee (IACUC).
