Basic Function

Join Our Team as a Diversity, Inclusion and Organizational Development Specialist with Ramsey County!


Organizational Development:Β  to serve as a trainer, internal consultant and practitioner on areas including diversity, inclusion, and organizational development in accordance with County’s values: People, Integrity, Community, Equity and Leadership. Β Responsible for change management; to provide organizational development consulting; to develop and provide staff education and development; to serve as a diversity, inclusion, and racial equity consultant; to facilitate conversations such as conflict resolution or advising leaders; and to perform related duties as assigned.


The current vacancy is in the Strategic department. The eligibility list created by this vacancy may be used to hire other vacancies in the department or County.

Flexible Workplace
This position is identified under the designation of β€˜flex work eligible’, meaning that the employee can formally opt to be in-office full-time or work a flex schedule in which at least two-days per week are performed in office and other days can be performed in a remote-first environment. Regardless of selection, the position carries expectations regarding on-site responsibilities and will require schedule flexibility beyond the minimum expectations set forth in the county’s flexible workplace policy. Examples of Work Performed

  1. Promote diversity, inclusion, racial equity, and intercultural development. Β Ensure equity, cultural awareness and inclusion in education and consultation.
  2. Coordinate educational programs or organization development initiatives.
  3. Act as project leader on designated projects by directing and coordinating the activities of other staff involved in policy/system analysis, evaluation, education design, policy development, and development of supporting instructional materials.
  4. Represent the department at meetings with other community professionals.

Β Organizational Development (Diversity, Inclusion and Racial Equity)

  1. Advise or consult with leaders and staff at all levels, in groups or individually, on effective customer service, diversity issues, racial equity, conflict management, strategic planning, change management, team building, workforce planning, conflict facilitation, systemic/institution change, communication and leadership development.
  1. Develop experiential learning opportunities for improved job performance in areas such as: interviewing, team building, communication skills, intercultural development, racial equity, team management, supervision, conflict facilitation, change management, stress management, personal safety, and staff collaboration.
  1. Provide informal or formal coaching or mentoring to managers, supervisors and staff on individual performance, conflict facilitation, intercultural development, professional development, diversity, inclusion, racial equity, and workplace culture issues. Β Facilitate work culture change efforts. Provide appropriate referral to outside consultants as needed.
  2. Develop, design, and conduct leadership management and supervisory programs to align with organizational values of: People, Integrity, Community, Equity and Leadership; defined through needs/opportunity assessments and consistent with current organizational demands, County requirements, and community trends.
  3. Organize, advertise and coordinate large-scale staff development activities.
  4. Consult on career and professional development planning, using competency-based approaches. Β Assist departments in recruiting and retaining qualified diverse job candidates and employees.
  5. Assist in research and analysis of statistical, narrative, and data for use in reports and informational documents such as workforce statistics, equal employment, and non-discrimination matters, as assigned.
  6. Explain affirmative action and other diversity-related policies to Ramsey County staff and provide information to County departments on policy applications.

Minimum Qualifications

Education: Β Bachelor’s degree in adult education, human resources, public administration, business administration, or a closely related field to area assigned.

Β 

Experience: Β Three years of experience in diversity and inclusion programs, employee training/education, organizational development, change management, or a related field to area assigned.

Β 

Substitution: Β Any combination of education and experience that equates to seven years of experience can be substituted for the bachelor’s degree and required experience.

Β 

Certifications/Licensure: Β None.

Exam/Screening Process Information

The examination process will consist of the following section with each section weighted as indicated:Β 

  • Training and Experience Rating = 100%

The examination for Diversity, Inclusion and Organizational Development Specialist will consist of a training and experience rating, comprised of the questions in the attached supplemental questionnaire. Not all applicants who meet the minimum qualifications will pass the training and experience rating. Β The rating on this supplemental questionnaire will depend on your answers to the questions – do not mark β€œsee resume” or β€œsee work history” as a response. Please answer all your questions clearly and completely. Β Failure to respond could affect your score and final rank on this examination.Β 

Eligible List:Β  The names of all applicants who filed a properly completed application and passed the examination/screening process shall be placed on the eligible list for an employment opportunity as a Diversity, Inclusion and Organizational Development Specialist. This list will be certified to the appointing authority which may use this list to conduct interviews to fill a vacancy. Candidates will remain on the list for six month(s) or until hired, whichever occurs first. A notice will be sent to applicants at the time the eligible list is posted, informing them that the list has been posted and their rank on the list.Β 

Veteran's Preference: Β This is a classified position requiring an open, competitive selection process. Β Veteran's Preference points will be applied after a candidate passes the examination process.
