Panagora seeks an experienced Program Director for an anticipated contract award with technical experience in global health, monitoring, evaluation, research, learning, and adaption (MERLA), knowledge management, and collaborating, learning, and adapting (CLA). A successful candidate will provide strategic leadership to ensure technical excellence in program implementation, build and maintain relationships that grow Panagoraβs portfolio and strengthen its reputation in global health. The Director will oversee and ensure quality technical assistance to country programs; supervise and manage technical and operation staff; make significant contributions to new business development, particularly leading proposal teams, technical strategy, and writing proposal sections. This position reports to the Executive Vice President, Programs or her designee.
Responsibilities
- Support the Global Health practice by providing technical leadership and oversight of Panagoraβs work in global health and monitoring, evaluation, and learning
- Lead development and implementation of annual activity work plans and budgets, ensuring effective implementation and achievement of priority initiatives and activities
- Serve as program director for multiple activities ensuring compliance with contract requirements and support activity performance via regular tracking of financial and program reports, M&E data, communication with field teams, and periodic supervisory travel
- Ensure compliance with contract requirements including timely submission of deliverables
- Lead and support continual improvement activities to ensure Panagoraβs global health programs are of high quality and are optimally managed and aligned with Panagoraβs quality assurance standards. Define success indicators for Panagoraβs health programs based on best practices and industry standards
- Serve as liaison with clients and ensure customer satisfaction
- Champion knowledge stewardship within the global health practice by promoting capture and dissemination of activity approaches, innovations, stories, and routine updates into company and external platforms
- Ensure short-term assignments are staffed and carried out as planned, including through clear scopes of work, high-quality personnel, and facilitative oversight
- Support new business development in global health, providing leadership to proposal teams, in technical conceptualization and writing, recruitment of high-quality technical personnel, and contributions to other sections. Seek out new business opportunities to maximize Panagoraβs impact and leverage
- Represent Panagora periodically at conferences, meetings, and events
- Develop and maintain excellent professional relationships with partners, governments, global institutions, and donors
- Mentor staff to ensure high levels of motivation, commitment, capacity, and teamwork supporting processes that allow for capacity building, coaching, and mentoring of staff and local partners
Requirements
- Master's degree in public health or an advanced degree in a relevant field
- 10-15 years of experience successfully leading technical teams, at least 7 of which include managing staff
- Proven practical technical experience with global health required, with health supply chain and logistics experience highly desirable
- Demonstrated knowledge with USAID health programming and proficiency in cross-cutting areas of monitoring, evaluation, and learning (MEL), knowledge management and communications (KMC), and collaborating, learning, and adapting (CLA)
- Excellent understanding of USAID systems, structures, and process, in particular USAID contracts and regulations
- Ability to manage multi-cultural team with diverse skill sets to achieve results
- Strong track record to lead and support winning proposals including the ability to conceptualize and write technical proposals
- Strong verbal and written communication skills
- Demonstrated leadership, versatility, and integrity
- Awareness of, sensitivity to, and experience in working with multi-cultural staff and groups, preferably having lived, and worked in one or more low resource settings
- Ability to work in complex environments charged with multiple tasks, short deadlines, and intense pressure to perform
- Fluency in a second language preferred (French, Portuguese, or other major national language(s) relevant to area(s) of focus)
- Willingness to travel internationally, primarily to developing countries, as needed
