Work Hour: Monday - Friday / 8:00am - 5:00pm

The Government Relations Manager supports the Director of Governmental Relations in implementing the County's legislative agenda, managing communications, and ensuring effective coordination of government relations initiatives. This position bridges strategic oversight and operational execution, providing leadership in policy analysis, advocacy efforts, and stakeholder engagement. The Government Relations Manager supervises legislative aide(s).

Note: This position has been designated by the Manatee County Commission as serving at the will and pleasure of the County Administrator. Employees so designated may be terminated at any time with or without cause.

Working Conditions:Β Typical indoor office environment. Sitting for long periods of time, working on computer. Lifting equipment or supplies up to 25 pounds alone and up to 50 pounds with assistance. Position requires visual acuity and depth perception, as well as ability to hear and identify sounds. Frequent high stress situations that may involve angry or frustrated citizens. Occasionally, required to work other than normal business hours [including nights and weekends].

Job Description

Essential Functions

Legislative and Policy Advocacy

  • Monitor, analyze, and report on state and federal legislation impacting the County.
  • Develop and recommend strategies to advance the County's legislative priorities.
  • Assist in coordinating the County’s lobbying efforts and preparing legislative briefing materials.

Stakeholder Engagement

  • Serve as a liaison between County leadership, elected officials, and external stakeholders.
  • Build and maintain relationships with legislators, government agencies, and community organizations.
  • Supports Director with development of County’s strategic plan.
  • Represent the County at legislative hearings, meetings, and conferences as needed.

Communications and Public Information

  • Collaborate with Communications staff to develop messaging strategies related to legislative and policy initiatives.
  • Provide support for public information efforts, ensuring consistent and transparent communication.
  • Assist in managing responses to public records requests in compliance with state laws.

Operational Management

  • Supervise and mentor Legislative Aide(s), ensuring alignment with County objectives and professional development.
  • Develop and track performance metrics related to government relations and communications functions.

Administrative Support

  • Assist the Director in preparing budgets, reports, and presentations.
  • Coordinate interdepartmental efforts to align government relations priorities with County goals.

Performs other related work (including weather or extreme emergency duties) as required.


Minimum Qualifications

Bachelor’s degree in Public Administration, Political Science, Communications, or a related field, or ability to obtain degree within 12 months of hire date.

Five (5) years of experience in legislative affairs, government relations, or public administration, with at least two years in a supervisory role.

Valid driver license required, with valid Florida driver license required within 30 days of hire.

Equivalent combinations of education and experience may be considered.

Master’s degree in Public Administration, Political Science, or related field.

Experience working in or with local government in Florida.

Knowledge, Skills, and Abilities:

Knowledge of Florida legislative processes and public records laws.

Excellent written and verbal communication skills.

Strong analytical and problem-solving abilities.

Proficiency in building relationships and negotiating with diverse stakeholders.

Detail-oriented, with the ability to manage multiple priorities under tight deadlines.

High level of professionalism, discretion, and integrity.
